02:29 PM -- House Bill 05-1075

Representative Brophy, prime sponsor, introduced House Bill 05-1075. The bill prohibits the Department of Revenue (DOR) from making public nonmotoring, vehicle-specific, underage alcohol convictions. He expressed concern that an insurance company might consider this information in the future and use it to raise automobile insurance rates. He responded to committee questions.

Representative Schultheis said this type of information, regarding underage drinking, might be relevant for automobile insurers. Committee discussion ensued.

Brian Bothwell, representing himself, from Brush, Colorado, spoke in support of the bill. He explained that he had his license revoked for a nonmotoring, underage alcohol conviction.

Greg Romberg, representing the Colorado Press Association, spoke to Amendment L.002 (Attachment B). The association has concerns about how the introduced bill is drafted, but believes this amendment will correct the issue.

Rep. Weissmann indicated that Joan Vecchi, Division of Motor Vehicle, DOR, signed up to be available for questions only. There were no questions for her from the committee.
