01:09 PM -- House Bill 05-1088

Senator Groff explained HB 1088 concerning the education of children whose parents are incarcerated. He distributed a fact sheet about the bill (Attachment A) and responded to questions from the committee.

Senator Groff continued to respond to questions from the committee about what the implications and need for this study are.

Bill Mahoney, representing himself as a mentor to a child whose father is in prison, spoke in support of the bill.

Bree Addison, Peer Assistance Services, spoke in support of the bill and distributed a handout (Attachment B). She responded to questions from the committee.

Montie Halley, representing herself as a child with an incarcerated parent, spoke in support of the bill and responded to questions.


02:14 PM --
Byron Pendley, Colorado Department of Education, testified and responded to questions from the committee. He stated that the State Board of Education does not have a position on HB 1088. He discussed the issue of gathering the data required by this bill, and the potential validity of the statistics that will be gathered from this study.

Ms. Addison returned to the table to respond to some of the questions raised in discussion.

Representative McFadyen, the House sponsor of the bill, came to the table and discussed the need for HB 1088. She responded to questions from the committee.

Senator Evans briefly refreshed the committee on the provisions of SCR 7 which authorizes independent school districts. This resolution was heard on April 28, and was before the committee today for action only.
