Thomas Morris, Office of Legislative Legal Services, David Beaujon, committee staff, and Marc Carey, fiscal analyst, introduced themselves and described the services that they provide.


02:43 PM -- Colorado Promotion Task Force

Jim Rubingh, Colorado Department of Agriculture, described the charge and membership of the Agriculture Promotion Task Force as created in House Bill 04-1089 (see Attachment A). The task force met once and made four recommendations. Mr. Rubingh summarized these recommendations including the recommendation to provide state purchasing agents the authority to grant a limited preference for Colorado agricultural products.

03:02 PM -- House Bill 05-1082

Representative Balmer, sponsor, described the provisions of the bill that allows the Division of State Parks and Recreation to contract with nonprofit organizations for interpretive and educational services at facilities owned or operated by the division.

Lyle Laverty, Director of the Division of State Parks and Outdoor Recreation, spoke in support of the bill. He also and described cooperative programs with nonprofit organizations at Colorado state parks and described the process for becoming a "friend of the state parks."

Gary Thorson, Division of State Parks and Outdoor Recreation, described the division's use of nonprofit organizations in Colorado state parks and responded to questions from the committee regarding training of volunteers and their interaction with paid employees of state parks.

03:24 PM --
Heather Dugan, Division of State Parks and Outdoor Recreation, Castlewood Canyon, responded to question from the committee.

03:27 PM --
Alan J. Kania, President of the Friends of Castlewood Canyon, described his organization's activities that include assisting with land acquisition and education programs.
