Representative Penry, sponsor, described the provisions of SB05-243 concerning the roadless review task force. He explained that the bill creates an alternative review process to the one proposed in HB05-1259 that was postponed indefinitely by the committee on February 23, 2005.

The following persons testified on the bill:

12:43 PM -- Sara Duncan, Denver Water, commented on the bill and expressed concerns that provision about the potential impact of the review process on fire management and other land management activities.

12:50 PM -- Steve Smith, Wilderness Society, spoke in support of bill and explained that it is preferable to the process proposed in HB05-1259.

12:55 PM -- Diana Orf, Colorado Mining Association, Arch Coal Co., spoke in support of the bill and described the impact of the federal roadless rule on active coal mines including the West Elk Mine near Paonia, CO.
