Mike Beasley, Executive Director, Colorado Department of Local Affairs, introduced division directors present at the meeting and described the department's major programs and budget priorities (see Attachments A and B). Specifically, he explained that the department receives one percent of the state General Fund. Funding for the department consists of 2.2 percent General Fund, approximately 60 percent cash funds and cash fund exempt, and 37 percent federal funds. Major sources of revenue for the department include the Conservation Trust Fund, Severance Tax and Mineral Impact, Limited Gaming, and the Waste Tire Fund. Mr. Beasley also described the responsibilities of the divisions of the Department of Local Affairs In response to questions from the committee, Mr. Beasley described the criteria for awarding grants including advisory committees and statutory formula.

Mr. Beasley described the major functions of the Division of Emergency Management that helps local communities reduce losses from disasters including floods, wildfires, and acts of terrorism. funding sources, disaster declaration process. He also summarized the functions and budget of the Division of Housing that assists local communities address housing needs; the Division of Property Taxation that oversees property taxation in the state; and the Board of the Assessment.

Mr. Beasley identified budget priority for the upcoming fiscal year including hazard management funding and assisting with rural health care.
