Representative Paccione, the prime House sponsor, called the conference committee to order. A quorum was present. She explained why she called the conference committee back together, stating her desire to re-address the issue of mandating cooperation with medical and law enforcement personnel. (A previous motion of the conference committee to address this issue failed on a 3-3 vote; see April 26, 2005 conference committee summary). Representative Paccione read language that would require individuals at a scene to cooperate with first responders by providing information to assist with the underage person's medical treatment.

After the amendment was moved, Senator Grossman asked the sponsor if it was her understanding that the amendment does not allow for information given to law enforcement to be excluded from any prosecution associated with the situation. Representative Paccione agreed and clarified that the amendment requires minors to cooperate with law enforcement and medical personnel regarding the underage person's medical treatment in exchange for immunity for the charge of minor in possession only. Discussion ensued regarding the extent to which the bill encourages cooperation in a law enforcement investigation, the purpose of the bill to prevent flight in the face of an underage person's need for medical assistance, and hypothetical situations in which someone at the scene provides more than the information required for immunity.
