Mr. Wilson Croom, Colorado Association of Distributors, testified in opposition toward the bill. The committee briefly discussed the ability of cigarette manufacturers to use the fireproof paper while remaining competitive.

Mr. Stan Dempsey, Colorado Petroleum Association, testified in opposition toward the bill and commented on the potential of a black market for cigarettes to emerge in the state.
