Representative Riesberg, sponsor, described the provision of the bill that amends the notification requirements for water court proceedings pertaining to determinations of water rights. He explained that there are seven water courts in Colorado and described the history of the courts. He also explained that the bill's effective date is January 1, 2006, to allow sufficient time to implement the law.
