Representative Borodkin explained the provisions of HB 1022 concerning requirements for recipients of economic development incentives. Representative Marshall discussed a letter from the Office of Economic Development and International Trade that had been distributed to the committee (Attachment A).

Pete Roskop, State Office of Economic Development, stated that they do not oppose the bill, but would like to work with the bill sponsor to amend some of the sections of the bill that they don't completely agree with.

Carolyn Siegel, Colorado AFL-CIO, spoke in support of the bill. Ms. Siegel responded to questions. Representative Borodkin also commented.

Jim Zelenski, Colorado Fiscal Policy Institute, spoke in support of the bill and distributed a fact sheet on the bill (Attachment B).

Greg Romberg, Colorado Press Association, spoke in support of the bill.
