Representative Merrifield reviewed the provisions of Senate Bill 05-214, concerning school accountability. Representative Merrifield provided background information on his reasons for bringing the bill and discussed the reporting elements included in the bill. He provided an overview of the three accountability systems that exist in Colorado.

John Hefty, representing the Colorado Association of School Executives from the Jefferson County Schools, testified in support of the bill. A hand-out from Jefferson County Public Schools was distributed (Attachment H).

12:37 PM -- Elliot Asp, Assistant Superintendent for Cherry Creek School District, testified in support of the bill. He distributed a hand-out with a chart concerning Colorado Student Assessment Program (CSAP) growth (Attachment I).

Mr. Asp and Representative Merrifield responded to questions from Representative King about the provisions in the bill.

Jeremiah Barry, Office of Legislative Legal Services, came to the table to respond to additional questions. Mr. Asp made additional comments on the bill.

Representative King asked additional questions about how longitudinal assessment was aligned with the provisions in the bill.

Mr. Hefty made comments on what he has heard from parents, particularly the areas that are not reported through the Colorado Student Assessment Program (CSAP). He responded to questions from committees about the changes would occur under the bill. There was additional committee discussion about models of longitudinal growth.

Jean Paxton, representing herself as a parent, testified in support of the bill. She discussed the problems that she sees with the current School Accountability Reports (SARs).

Representative Merrifield read an e-mail from Barb Kostanick, a Boulder parent, into the record (Attachment J). The e-mail discusses her views on the school accountability reports.
