01:11 PM -- House Bill 05-1266

Senator Isgar provided an overview of the bill concerning an increase in certain wildlife fees, and, in connection therewith, increasing such wildlife fees other than nonresident big game license fees, establishing a Colorado wildlife habitat stamp, and providing a revenue source for the wildlife management public education advisory council. A handout was distributed to the committee outlining the bill as adopted by the House, and potential amendments to the bill (Attachment A).


01:17 PM -- Bruce McCloskey, Director of Division of Wildlife (DOW), gave more detailed information on what the bill would do, and noted DOW's support for the bill. A DOW fact sheet on the bill was distributed to the committee (Attachment B).


The following individuals testified in opposition to the bill:


01:23 PM -- Wayne Barnes, Pueblo West Sportsmen, testified in opposition to the bill. In particular, he expressed his opposition to the habitat stamp, and the increase in senior wildlife license fees.


01:33 PM --
Bob Edmiston, Firearms Coalition of Colorado, testified in opposition to the bill. In particular, he noted opposition to the habitat stamp. He distributed a handout to the committee, which was a copy of a Denver Post editorial entitled "The hidden costs of using public land" (Attachment C).


01:35 PM --
Dave Gill, Colorado State Shooting Association (CSSA), National Rifle Association, testified in opposition to the bill. He requested that, at least, the habitat stamp provision be removed from the bill, if the bill is not postponed indefinitely. A handout on the bill prepared by CSSA was distributed to the committee (Attachment D).

Wanda Brink, Citizen's Taskforce for Responsible Game Management, testified in opposition to the bill. A handout summarizing Ms. Brink's opposition to the bill was distributed to the committee (Attachment E).

David Dearstyne, Colorado Resident Hunters Equality Task Force, testified in opposition to the bill. A petition requesting an 80/20 resident/nonresident split on certain big game draw licenses was passed around to the committee, and submitted for the official record. A copy of the petition is included along with the committee summary that is on file at the State Archives.


02:01 PM --
Dick Steele, Colorado Resident Hunters Equality Task Force, testified in opposition to the bill. He stated that out of several western states' wildlife divisions, Colorado DOW receives the largest amount of revenue, and that resident hunting license fees in Colorado bring in more revenue than other states' revenue from resident fees. He said he supports the habitat stamp, but not the fee increase portion of the bill.

Denny Behrens, representing himself, testified in support of the bill. He stated that no one with the National Rifle Association participated in the statewide Sportsmen's Advisory Group (SAG) meetings that helped develop the basis for the proposed fee increases in the bill.


02:21 PM --
Ron Velarde, Northwest Regional Manager for DOW, testified in favor of the bill, and described the process for convening the SAG meetings. Senator Hillman asked if groups like the Cattleman's Association were involved in the SAG meetings. Mr. Velarde said those type of groups were involved, but did not participate in the fee increase discussions.

Carrie Doyle, Colorado Environmental Coalition (CEC), testified in support of the bill.

Brad Billingsly, Ducks Unlimited, testified in favor of the bill.


02:33 PM --
Eddie Kochman, representing himself, testified in support of the bill. He said he would not have supported a similar bill to this one last year due to the lack of grassroots support for last year's bill. However, he stated this year's bill has a lot of grassroots support, especially from nontraditional hunting/sportsmen's groups like CEC. He said the future of wildlife areas in the state will be dependent on support from nontraditional users, and expressed support for amendment L. 019 that requires a member of the wildlife committee created by the bill to be from the public-at-large.

Kurt Schultz, Colorado Outfitters Association, testified in support of the bill.

Vera Smith, Colorado Mountain Club (CMC), testified in favor of the bill. She emphasized that members of CMC are primarily considered to be "nonconsumptive users" of wildlife areas in the state.

Suzanne O'Neill, John Rold, and Kent Ingram, Colorado Wildlife Federation, all testified in support of the bill. Ms. O'Neill noted that CWF members are also considered to be "nonconsumptive users" of state wildlife areas. Mr. Ingram noted that the fee increase and habitat stamp is necessary to adequately maintain DOW's fiscal reserves.

Ken McClatchy and David Nickum, Colorado Trout Unlimited, testified in favor of the bill. Mr. Nickum addressed concerns regarding DOW's enterprise status, and noted that the fee increases are not unreasonable.

Phil James and Bernard Black, Wildlife Commissioners, testified in favor of the bill. Mr. Black noted that the Wildlife Commission voted unanimously to support the bill, and that the bill is needed for DOW to remain financially solvent. Copies of DOW's 2002-2007 Strategic Plan were distributed to the committee (Attachment F).
