Representative Jahn, sponsor, described the provision of SB05-152 concerning local government competition in the provision of telecommunication services.

Bert Williams, Tropos Networks, Intel, spoke in opposition to the bill and identified wireless communication technologies provided by local governments in Minnesota, California, and other states that would be prohibited by SB05-152 (Attachment B and C).

He also described telecommunications services available in certain Colorado communities and other countries including South Korea and Japan.

Mr. Garett described the provisions of Amendment L. 008 that addresses concerns of certain opponents of the bill and submitted a map of the State of Colorado's Multi-Use Network (on file with the Office of Legislative Council Staff and the State Archives).

He explained that he sold his home in Red Stone and moved to the City of Glenwood Springs to obtain the telecommunication services he needed for his business.

Mr Garett returned to answer questions about the unbundling of services that allows Qwest's competitors to access to Qwest' telecommunications facilities.

Alva Uhl, representing himself, expressed concern about the ability of voters to cast an informed vote in a local telecommunication elections that would be required by the bill.
