8:36 AM -- Call to Order

The meeting was called to order by the chair, Senator Windels.


8:37 AM -- Senate Bill 05-200

Senator Windels indicated that the first conference committee, which issued a conference committee report, had dissolved because final issues around minimum per pupil funding needed to be resolved. Concerns were raised because a lower minimum per pupil funding level had been specified for on-line pupils. Senator Windels said that she would be proposing conference committee report .002 (Attachment A). She said that .002 included provisions upon which the first conference committee had reached agreement.

Senator Windels discussed the change that would be made to specify funding for civic education. She noted that the new language specified eligible programs that address state model content standards for civics and that promote best practices in civic education.

Christy Chase, Office of Legislative Legal Services, responded to questions about the $5 million match that would be restored for capital construction through the capital construction expenditures reserve.

Representative Merrifield discussed a proposed amendment, L.061 (Attachment B). The amendment would restore the requirement for a cost-of-living study and the adjustment in the cost-of-living factor for the 2006-07 and 2007-08 budget years. Representative King asked several questions regarding the amendment and the implementation of a new factor.

Deb Godshall, Legislative Council Staff, responded to questions about the process for a cost-of-living study. She indicated that the Legislative Council contracts with a firm to research the cost of a market basket of goods in each school district. Senator Spence raised several questions about the timeline for the study and the need to address a change in factors. Senator Windels commented on her decision to support the amendment.

Representative Merrifield made additional comments on his reasons for bringing the amendment. Representative Pommer said that he felt that the decision to amend the study of the bill in the House deserved reconsideration and said that he would be supporting the amendment. Representative King asked further questions about the rationale for the amendment and reminded the committee that the results of the study would not be available to any interim study committee that is convened this summer.
