Senator Tapia, chairman of the Joint Budget Committee (JBC), introduced the JBC members in attendance and described the purpose of the review of the Department of Local Affairs (DOLA) budget as required by Joint Rule 25. He explained that the General Assembly must address two major budget challenges in the 2005, session. First, it must cut spending by approximately $92 million to balance the FY 2004-05 budget due, in part to collecting more fees than allowed by TABOR. The General Assembly must also approve a new budget for FY 2005-06 budget (see Attachment A) and pay for a mandated TABOR refund. Senator Tapia explained that DOLA receives approximately one-tenth of one percent of the state's General Fund moneys, and that most of its budget comes from cash funds (fees) or federal moneys. Its major programs include supervising local property tax collections and providing technical assistance to local governments. It also administers grant programs including the Conservation Trust Fund and Severance Tax and Mineral Impact Funds. Senator Tapia identified proposed funding changes and decision items for the department including adding a full-time employee to administer the Conservation Trust Fund and one and one-half full-time employees to administer new federal funds. Committee discussion followed about a transfer from the Waste Tire fund in FY 02-03 and annual revenue raised by the Waste Tire fee.
