05:29 PM -- House Bill 05-1336

Representative Solano, prime sponsor, explained House Bill 05-1336 which establishes a legislative oversight committee to evaluate the quality of care provided in certain state and veterans nursing homes. Addresses the makeup of the committee and appointment of committee members. She responded to committee questions.



The following people testified:

05:30 PM -- Marvin Meyers, representing the United Veterans Committee of Colorado, testified in support of the bill. He discussed issues and concerns regarding the quality of care in state and veterans nursing homes. The State Board of Veterans Affairs has expressed support for the bill.


05:32 PM

Mr. Meyers responded to questions about the performance audit that had been completed on the veterans nursing homes. Representative Coleman asked whether the recommendations of the audit report could be incorporated into the legislative oversight committee's area of consideration.

05:35 PM -- George Thomas, representing the United Veterans Committee of Colorado, testified in support of the bill. Mr. Thomas responded to questions as to whether some veterans may be receiving care in private facilities.

05:36 PM -- Wayne Thompson, State Judge Advocate for the VFW, testified in support of the bill. He described some of the fiscal concerns and problems that state and veterans nursing homes are currently facing. He specified some of the provision of current contracts. He said that oversight of these nursing homes needs to continue and to follow up with legislative recommendations.

Mr. Thompson responded to questions about the whether the committee would address the affordability of new facilities for veterans. Representative Liston asked additional questions about the cost of quality care at a new facility. Committee members discussed the impact on Medicaid costs.
