Representative Rose, prime sponsor, explained House Bill 05-1321 concerning the enforcement of prohibiting drivers from overtaking a school bus receiving or discharging passengers. A bus driver who is reporting such a violation would not be required to provide information that the bus driver has not observed. He responded to committee questions concerning whether this was a duplication of current law. Rep. Rose stated that this a technical change that will help with the enforcement of current law. He believes that the intent of this bill is to protect children getting on and off of school buses while educating school bus drivers and others about such a crime or violation.
