12:12 PM -- House Bill 05-1057

Senator Windels explained that this bill had been heard on March 16 for witness testimony only. The bill was before the committee today for action only. Senator Windels reminded the committee that a map had been distributed at the previous meting that was somewhat misleading in that it did not actually reflect where pre-collegiate courses are or are not currently being offered. She asked Senator Sandoval to reiterate the provisions of the bill. Senator Sandoval briefly explained the provisions of HB 1057 which concerns parental notification of postsecondary educational opportunities.

Senator Bacon distributed and discussed amendment L.011 (Attachment E). Senator Sandoval commented on the proposed amendment, stating that she opposed the amendment. There was considerable discussion among the committee on the amendment.

There was discussion about the term "pre-collegiate curriculum" and how that would be interpreted, and whether it gives higher education any authority over secondary school curriculum.

Senator Sandoval commented further on the proposed amendment and the confusion that the committee was experiencing with the wording of the bill. Senator Windels offered that the bill refer to higher education admission guidelines rather than curriculum guidelines. Senator Sandoval advocated for the term "pre-collegiate course requirements".
