Representative Romanoff asked the committee whether there were any amendments to House Bill 05-1194. Representative Schultheis began by moving amendment L.090 (Attachment A). The amendment died for a lack of a second. Representative Schultheis moved amendment L.089 (Attachment B). The amendment died for a lack of a second. Representative Romanoff asked if any committee member wished to discuss the bill. No discussion followed and Representative Madden moved amendment CLHB 1194.001 (Attachment E). Representative Madden and the committee discussed the amendment. Senator Johnson commented on the specific funding directives in the amendment for education and capital construction projects. Representative Romanoff commented that the amendment does not open the funding processes allowed under House Bill 05-1194 to any new needs that have not yet been identified by the Governor and legislature.

Representative Schultheis discussed the definition of higher education under the amendment and whether the definition would include community colleges. The committee also briefly discussed the language in the amendment that pertained to raising taxes.
