Concerning the Creation of the Interim Telecommunications Tax Reform Task Force.

Representative Butcher, prime sponsor, explained House Joint Resolution 05-1050 creates an Interim Telecommunications Tax Reform Task Force. Representative Butcher distributed three amendments, L.001 (Attachment A), L.002 (Attachment B), and L.003 (Attachment C) to committee members. Representative Butcher explained amendment L.001 changes the membership of the committee from 7 to 6 members appointed by the President of the Senate and Speaker of the House of Representatives; amendment L.002 specifies that the duties of the committee be paid for from gifts, grants, and donations; and amendment L.003 is a technical amendment that allows the moneys or gifts donated to the committee to be used for the purpose of performing its duties.

The committee discussed amendment L.002 and the requirement that Legislative Council Staff would be required to staff the committee despite the fact that the measure was not initially prioritized by Legislative Council. Representative Butcher commented that she had a $25,000 commitment from a telecommunications provider to assist with the funding of the committee's duties. The committee continued to discuss the staffing issues tied to the measure.
