Representative Buescher explained that HB 1150 is seeking to re-establish the no-fault automobile insurance system. He provided background as to why he had decided to sponsor the bill, but stated that the time was not appropriate to take the bill through the system, therefore he asked that the committee lay the bill over until May 12 (which effectively kills the bill).

12:13 PM -- House Bill 05-1022

Representative Borodkin explained the provisions of HB 1022 concerning requirements for recipients of economic development incentives. Representative Marshall discussed a letter from the Office of Economic Development and International Trade that had been distributed to the committee (Attachment A).

Pete Roskop, State Office of Economic Development, stated that they do not oppose the bill, but would like to work with the bill sponsor to amend some of the sections of the bill that they don't completely agree with.

Carolyn Siegel, Colorado AFL-CIO, spoke in support of the bill. Ms. Siegel responded to questions. Representative Borodkin also commented.

Jim Zelenski, Colorado Fiscal Policy Institute, spoke in support of the bill and distributed a fact sheet on the bill (Attachment B).

12:52 PM -- House Bill 05-1166

Representative Massey explained HB 1166 which concerns modification to the requirement that a health care provider notify a person of an outstanding debt prior to engaging the services of a collection agency. He distributed a fact sheet on the bill (Attachment C) and a copy of a bill that was passed in 2004 (House Bill 04-1285 - Attachment D) and responded to questions from the committee.

R. J. Hicks, Colorado Collection Agencies, spoke in support of the bill and responded to some questions raised thus far. Mr. Hicks reviewed the provisions of the 2004 bill. He responded to questions from the committee.

Mr. Hicks continued discussing the provisions of the bill and how they would help close any loopholes in the law passed in 2004. Committee members expressed concern about how this bill would impact existing law.

Scott Allely, President of the Associated Collection Agencies of Colorado and Wyoming, spoke in support of the bill and responded to questions that the committee had previously raised.
