11:34 AM -- House Joint Resolution 05-1015

Representative Paccione, the prime sponsor of HJR 05-1015, Concerning the Department of Housing and Urban Development Rules Regarding Collection of Data on Homeless Persons as Applied to Colorado Programs for Victims of Domestic Violence and Sexual Abuse, came to the table to describe the resolution, which clarifies to the Department of Housing and Urban Development (HUD) that Colorado law protects confidentiality for victims of domestic violence.

Ms. Trish Thibido, representing the Colorado Coalition Against Domestic Violence, spoke in support of the resolution. She discussed the Homeless Management Information System (HMIS) and described some problems that could result if confidentiality is not guaranteed for victims who provide personal information through a domestic violence program. She responded to questions from the committee regarding ways to gather the information for statistical purposes without including the personal identifying information. Representative Paccione also commented.

Ms. Twanna LaTrice Hill, representing the Colorado Coalition Against Domestic Violence and Ms. Julie Field, spoke in support of the resolution. Committee members were provided with the written testimony of Ms. Field (Attachment A), and a cartoon about one weakness in a security system (Attachment B). Ms. Hill read portions of Ms. Field's testimony.

Ms. Victoria Lutz, representing Crossroads Safehouse, spoke in support of the resolution and explained why it was necessary. She also shared some comments from domestic violence victims who are her clients and who have concerns about the HUD requirements. Representative Paccione commented.
