10:05 AM -- Call to Order

The committee was called to order by the chairman, Representative Merrifield. He noted that there would be a Joint Education Committee meeting the following morning at 7:30 a.m. to hear from K-12 stakeholders.


10:06 AM

The chairman asked Legislative Council Staff members who would be assisting committee members to introduce themselves. Cathy Eslinger, Legislative Council Staff, introduced herself and distributed folders with Legislative Council Staff documents and with documents from the chairman.


10:09 AM

Harry Zeid, principal fiscal analyst with the Legislative Council Staff, introduced himself and provided background on the service fiscal analysts could provide to committee members. Mr. Zeid writes fiscal notes on most K-12 education bills.


10:11 AM

Marc Carey, fiscal analyst with the Legislative Council Staff, introduced himself and provided information about his background. Mr. Carey provides fiscal notes on higher education bills.

Mr. Zeid spent additional time discussing fiscal note services and described the process for fiscal note preparation. He also reviewed the revising process for fiscal notes and discussed requests for memorandums pertaining to amendments to bills. Mr. Zeid spoke about revisions to the fiscal notes when amendments are adopted.
Mr. Zeid also discussed the House routing memorandum for bills with a fiscal impact. The routing memorandum was prepared by House leadership.

Representative Merrifield discussed his plans for education subcommittees and noted that he hoped that committee members would sign up to be a part of a subcommittee education areas within their areas of interest. He discussed his goals for the work of the subcommittees.


10:20 AM -- House Bill 05-1036

Representative Todd reviewed the provisions of House Bill 05-1036, concerning the inclusion of an internet safety plan in each school district's safe school plan. The bill requires each school district to adopt an internet safety plan consisting of a comprehensive, age-appropriate curriculum teaching the safe and legal use of the Internet. The bill specifies the minimum inclusions for a school district internet safety plan.

Representative King discussed the "Internet Children's Protection Act" passed by the General Assembly. Representative Todd responded that the filters required in the prior section of law were not impacted by provisions in House Bill 05-1036.

Mark Messenbaugh, representing the Boys and Girls Clubs of America, discussed the bill and noted that he has been working with the Office of the Attorney General. Mr. Messenbaugh spoke in favor of the bill and specifically voiced concern about predators and child exploitation through the Internet. Mr. Messenbaugh provided data on the number and percentage of children who have been contacted by a predator over the Internet. He spoke about initiatives established through the United States Department of Justice. He said children need the tools to navigate the Internet safely.

Louise Williams, representing herself as a parent of two teenagers who attend school in the Cherry Creek School District, testified in favor of the bill. She spoke about an Internet education program, i-Safe, that is taking place in the Cherry Creek School District and distributed information and the school district resolution pertaining to the program (Attachments A and B). Ms. Williams discussed efforts in her family to control use and access to the Internet. She said school district Internet safety plans do not interfere with curriculum.

Tricia Williams, representing herself as a Cherry Creek West Middle School student and a former pupil of Representative Todd, discussed the i-Safe program. She spoke about how savvy teenagers are in finding sites and navigating the Internet and urged support for the bill. She said that chat rooms can be very dangerous for teens and that additional Internet safety education is important.


10:43 AM -- Jane Urschel, Colorado Association of School Boards, came to the table and expressed admiration for Representative Todd's efforts in regard to the bill. Ms. Urschel responded to concerns about provisions in potential amendments that would address reporting of a school district's plan.

Representative Penry asked if there was information about how widespread this type of education is across school districts currently. Ms. Urschel said she did not have a count of districts who are offering Internet education, but would be speaking with districts about the issue.
