Representative King reviewed the provisions of House Bill 05-1248, concerning public school improvement. The committee heard witness testimony on the bill at its February 22nd meeting. Representative McCluskey reviewed the provisions of House Bill 05-1284, concerning repeal of the prohibition on mandatory health insurance for students enrolling in state institutions of higher education.

Tyson Valenzuela, representing the students of Colorado State University at Pueblo and the Colorado State University Board of Governors, testified in support of the bill. He said that students at his campus often need medical attention beyond what is offered at the student health center, but cannot address health needs for cost reasons.

02:27 PM -- Katie Clausen, representing the students of Colorado State University and the Colorado State University Board of Governors, testified in support of the bill.

Representative McCluskey responded to questions from committee members. Mr. Valenzuela and Ms. Clausen made further comments about the difficulties that students may have in carrying health insurance.

Janet Fox Stephens, representing the Colorado Health and Hospital Association, testified in support of the bill. She said that the uninsured and underinsured populations are a high priority for her association.

02:40 PM -- Ed Bowditch, a Vice-Chancellor for the Colorado State University system, testified in support of the bill.

02:54 PM -- House Bill 05-1237

Representative Benefield reviewed the provisions of House Bill 05-1237, concerning the statewide physical education recognition program. She discussed the conversations she had in developing the bill. She said that the bill is meant to elevate awareness of a quality physical education program. She responded to questions from committee members. In response to questions, Representative Benefield spoke about private sponsors that have expressed interest in the program.

Representative Penry asked questions about the problems Representative Benefield is seeking to address. Representative Benefield responded with a discussion of support for physical education programs. Representative Todd spoke in favor of the bill. Representative Benefield distributed a letter of support from Littleton Public Schools (Attachment G).

Jared Polis, Vice-Chair, State Board of Education, testified on the provisions of the bill. He said that the board appreciated the rule-making authority contemplated in the bill.

Greg Ahensbrek, representing himself as a physical education instructor at Baker Middle School, testified in favor of the bill. He said that there has been a steady decrease in the emphasis on physical education during the 12 years he has been teaching.

Mr. Ahensbrek responded to questions from committee members. He said that students at Baker Middle School take only one semester of physical education.
