Representative Romanoff, sponsor, presented the bill regarding secure facilities leased by executive departments. He answered questions about the bill's relationship to a federal court order.

He discussed current facilities at the Pueblo Mental Health Institute. He answered questions about patient lengths of stay at Pueblo, persons involved in potential lease agreements, the need for a new mental health facility, the separation of patients at the new facility, and possible expansion of the facility.

Representative Paccione stated that the amendment involves the Attorney General's Office and the State Pharmacy Board in the determination of the occurrence of price gouging. Representatives Paccione and Cloer answered questions about the bill's potential impact on the distribution of prescription drugs.

Representative Witwer, sponsor, presented the bill authorizing the Department of Public Health and Environment to contact parents and guardians regarding their children's immunizations. Amendments L.004, L.008, L.009, and L.010 to members (Attachments C through F). He answered questions about the immunization data base's "opt out" provisions, the risks of immunizations, and over-immunization.

Dr. Philip Inkao, Association of American Physicians, spoke in opposition to the bill. He discussed potential problems with the bill's provisions, increases in childhood diseases in recent decades, and public and private agency oversight of immunizations.
