Thank you for your interest in Colorado's Remote Testimony program. The program makes committee hearings on certain bills available for remote public testimony at 11 specific locations throughout the state. Not all bill hearings are available for remote testimony. Members of the legislature must request remote testimony for a particular bill and receive authorization from legislative leadership within specific time frames in order for the bill to be available for remote testimony. More information on the request process and deadlines for requesting remote testimony can be found in this  document. Once a bill is activated for remote testimony, the bill will appear on the list below, and witnesses may sign up to testify. At the time of registration, witnesses will be asked to pick the site from which they wish to testify. Remote testimony is currently available at the following sites:
At least one witness must register at a site at least 24 hours in advance of the bill hearing in order for a site to open for remote testimony. After registering, witnesses will receive a confirmation email that the registration has been received. 24 hours in advance of the hearing, registered witnesses will receive an email explaining exactly where at the remote site (building and room number) they can go to testify.

Committee hearings are scheduled in the mornings and afternoons. Morning committee hearings begin "upon adjournment." This means that the hearing will begin upon adjournment of the House or Senate floor work for the day. Floor work begins at 10 a.m.. on Mondays and 9 a.m. on all other days. Floor work can conclude as early at 9:30 a.m., but often concludes later. Witnesses interested in attending hearings that begin "upon adjournment" may access the remote site at any time after 9:30 a.m., but most upon adjournment committee meetings will begin after 10 a.m. Afternoon committee hearings begin either at 1:30 p.m. or 2:00 p.m.; the start time for the hearing will be noted in the confirmation email.

At the committee hearing, the committee chair may limit the time allotted for public testimony, and remote testimony witnesses may be called to testify at any point in the bill hearing. Registering to testify at a remote location does not constitute a guarantee that registrants will be permitted to testify if the committee chair determines that public testimony must be limited. Registrants may also not be able to testify if there are technical issues preventing communication between the remote site and the committee hearing room. At all times, witnesses will be required to maintain proper committee protocol, which includes being acknowledged by the committee chair before speaking and following the rules for testimony established by the committee chair. Registrants who fail to follow the rules for testimony established by the committee chair forfeit their opportunity to testify.

Bill hearings are often delayed or rescheduled and there is no guarantee the bill will be heard when originally scheduled. Please check the  House and Senate calendars posted on the General Assembly's website for updates on any  calendar changes.
