Representative Winter introduced House Bill 15-1015. The bill authorizes the Governor to enter into an interstate compact to recognize and allow emergency medical services (EMS) providers licensed in a compact member state to provide services in Colorado.

Randy Kuykendall, Colorado Department of Public Health and Environment, testified in support of the bill. He explained that the bill represents the language that member states must pass to join the compact, and that at least 10 states must enact authorizing legislation before the compact can be activated. He explained the concept of an interstate compact, and noted that there is an existing compact for nursing licensure. He stated that Colorado would be one of the very first states to adopt the EMS compact, and Louisiana was the first state to authorize the compact. He explained the various issues that the compact will address, including background checks for providers and EMS providers' ability to work in other states. He responded to questions from the committee. He clarified the background check requirements under current law, and the requirements that will be enacted as part of the compact.

Michelle Reese, Colorado Department of Public Health and Environment, responded to questions from the committee regarding the interstate compact, whether the approval of the compact requires congressional approval, and why the compact provisions must be enacted in statute. She explained, in response to committee questions, how changes to the compact would be made.

Ray Jennings, Emergency Medical Services Association of Colorado, testified in support of the bill. He stated that the bill will ensure that training of EMS personnel in compact states will be based on national standards.

Rich Martin, Emergency Medical Services Association of Colorado and Colorado State Fire Chiefs, testified in support of the bill. He stated that the bill will allow Colorado to be at the forefront of issues related to EMS licensing.

The committee reconvened. Representative Singer introduced House Bill 15-1032. Under current law, a professional person may render mental health services to a minor who is at least 15 years of age with the minor's consent. The bill expands the definition of professional persons to include social workers, marriage and family therapists, licensed professional counselors, and addiction counselors. He responded to questions from the committee about the scope of practice for professionals who are affected by the bill.

Sarah Lincoln, National Association of Social Workers and Colorado Society of Social Workers, explained why young people may want to access mental health services without parental consent and how the bill will apply in those situations.

Dr. Jenn Matheson, Colorado Association of Marriage and Family Therapists, testified that allowing additional mental health providers to provide treatment to youth age 15 years and older without parental consent outside of an institutional setting will increase access to mental health treatment.
