01:40 PM -- Proposed Donation of a Memorial on the Capitol Grounds

Juliet Moores, representing Elk Creek Sand and Gravel, and Senator Neville presented a proposal for a memorial for the Capitol grounds. The proposed memorial honors state employees who have died during service to Colorado. A copy of the proposal was distributed to the committee members (Attachment A).

Ms. Moores shared a personal story about her husband and expressed the importance of honoring the memory of state employees who have died during service to the state. She said that the proposed memorial would honor the deceased and provide a place for reflection. Ms. Moores discussed memorials at different locations in the state honoring employees of the Colorado Department of Transportation and Colorado law enforcement agencies. Ms. Moores said that Elk Creek Sand and Gravel will provide the stone and granite to build the proposed memorial. She proposed the northeast corner of Lincoln Park as the location.

Ms. Moores continued to discuss the materials of the proposed memorial. She said that the names of those who have died would be engraved on the face of the stone. Ms. Moores also discussed placing a podium and book inside the Capitol that would provide details and descriptions of each of the state employee. Ms. Moores discussed the funding of the project and said that all money will be raised through private donations.

Ms. Continuglia asked about the number of names that would be added to the memorial and asked what research would be done to provide accurate identification of state employees. Ms. Moores said that an outside researcher could be hired. Ms. Continuguglia also asked about the expansion of the site and the management of the proposed memorial.

Mr. Nichols asked about the location and size of the proposed memorial. Mr. Lee asked additional questions regarding safety concerns. Ms. Moores answered questions regarding the cost of future engraving. She discussed the potential funding options for the project and spoke on the safety measures that are needed for the memorial as it is currently designed.

The committee members continued to discuss the funding of the proposed memorial and future expenditures. Mr. Lee also asked about potential coatings to prevent tagging issues.

Ms. Anderson asked about the criteria for the individuals that would be added to the proposed memorial.

The committee discussed the additional documentation needed to address financial and safety concerns.

Senator Cadman said that the acceptance of the memorial would be laid over until additional information is provided.



02:28 PM -- Colorado Veterans Monument Anniversary and Re-dedication

Tim Drago, Colorado Veterans' Monument Preservation Trust Fund, spoke on the anniversary and re-dedication ceremony for the Colorado Veterans' Memorial on November 10, 2015. He distributed an handout to the committee members about the rededication (Attachment B). He discussed the Colorado Veterans' Monument Preservation Trust Fund (trust fund) and the need for improvements for the memorial. Mr. Drago also said that the trust fund is currently provided funds from Capitol grounds event permit fees.

Mr. McNulty discussed the work that Capitol Complex has done to prepare the memorial for the anniversary and re-dedication ceremony.

02:36 PM -- Report on CBAC Gold Fund

Theresa Holst and Heather Lin, Legislative Council Staff, spoke on the Gold Fund. The Gold Fund expenditure report was distributed to the committee members (Attachment C). Ms. Lin discussed the current status of the fund and expenditures over several years.

Ms. Continguglia said that the high expenditures in certain years are caused by the bulk purchase of items for the gift shop.

Ms. Anderson discussed the need for a cultural landscape assessment. She discussed the landmark status of Lincoln Park and the Capitol grounds. Ms. Anderson said that the Gold Fund could be used to help establish a criteria for future memorial proposals and landscape changes.

Ms. Anderson answered questions from the committee regarding the purpose of a cultural landscape assessment. She said that an assessment is done to review the original purpose of the site and to establish criteria to honor the historic integrity of the building and its grounds.

Ms. Continguglia asked about the funds for Mr. Brown's Attic. Ms. Lin said that $1,500 is added each year and carries over from year to year.

Ms. Holst discussed using a credit card reader at the gift desk.

02:48 PM -- Changes to Capitol Grounds Event Permits

Mr. Lee discussed changes to the Capitol grounds event permit regulations. A copy of the proposed changes were distributed to the committee members (Attachment D). Mr. Lee said that a fee will be implemented for political rallies in Lincoln Park. All money will go into the Preservation Trust Fund.

Mr. McNulty asked about security deposits for the use of the grounds. Mr. Lee said that the current fee is $150 and that no deposit is required. He noted that the new policies will mirror the City of Denver's fee structure, but not the rates.

Senator Cadman and Mr. Lee discussed a pet adoption event held on the West Lawn during the legislative session. Mr. Lee noted that maintenance in Lincoln Park will continue to come from Capitol Complex's operating funds.

Representative Moreno and Mr. Lee clarified that the potential fees have not yet been set. They further discussed the right of free assembly and how the rule language may affect that right. Representative McNulty and Mr. Lee discussed the need to remove the free assembly language from the rules. Discussion continued regarding the 2015 4/20 Rally.


02:59 PM -- Staff Updates

Damion Pechota, Legislative Council Staff, updated the committee about the Creative Capitol exhibit in the basement rotunda of the Capitol. He also discussed restoration work to replace the damaged granite at the base of the Joseph P. Martinez statue.

Mr. Pechota discussed the assessment of the recently found Governors' portraits and the costs of restoring them. The Western Center for the Conservation of Fine Arts (WCCFA) completed the assessment (Attachment E). Senator Cadman and Mr. Pechota discussed the portraits.

Ms. Contiguglia and Mr. Pechota discussed possible funding for the restoration. Mr. McKay and Mr. Pechota discussed where there would be space to display all the portraits. Mr. McNulty noted that the portraits have value but they are an odd assortment of sizes. He suggested that some of them could potentially be located at the Governor's Mansion. Mr. McNulty added that the Governor's Office should be involved in a funding discussion.

Mr. Pechota noted that two portraits are not of Governors.
