Representative Ginal, sponsor, presented Senate Bill 15-260 and distributed a fact sheet regarding the bill (Attachment A). The reengrossed version of the bill authorizes the creation of a medical marijuana testing facility license and requires that medical marijuana and medical marijuana-infused products be tested. Mandatory testing cannot begin until a marijuana laboratory testing reference library is created. Because the reference library is created under House Bill 15-1283, the implementation of this bill is conditioned upon the passage of House Bill 15-1283.

Teri Robnett, Cannabis Patients Alliance, is taking a neutral position on the bill. Ms. Robnett explained that her organization supports testing of Medical Marijuana but would like to see testing sooner.

02:51 PM -- Larissa Boliva, Cannabis Consumers Coalition, spoke in support of the bill and distributed several articles regarding the testing of medical marijuana to the committee (Attachment B). Ms. Boliva discussed the importance of House Bill 15-1283.

Ian Barringer, RM3 Laboratories and Cannabis Business Alliance, spoke in support of the bill. Mr. Barringer explained that RM3 Laboratories is a testing facility for potency of marijuana. Mr. Barringer responded to questions from the committee regarding pesticides used on marijuana and the testing methods used.

Ron Kammerzell, Department of Revenue (DOR), spoke in support of the bill and referred to House Bill 15-1283, noting the importance of the reference library.
