The committee was called to order. A quorum was present. Representative Lee, prime sponsor, presented House Bill 15-1094, concerning restorative justice. Representative Lee explained the effect of the bill, and provided background on the concept of restorative justice and programs based upon restorative justice. Representative Lee explained the effect of a forthcoming amendment. Representative Lee responded to questions regarding why the bill makes changes to the make-up of the Restorative Justice Coordinating Council.

Representative Lee responded to questions regarding the offender population that is eligible to participate in restorative justice programs, and funding for restorative justice programs. Representative Lee responded to further questions regarding the voluntary nature of restorative justice programs, and the ability to appoint surrogates for restorative justice programming. Representative Lee responded to questions regarding the participation of the court in restorative justice programs.

Mr. Landon Gates, representing the Colorado Organization for Victim Assistance, testified in support of the bill. He thanked Representative Lee for working with his organization on the forthcoming amendment.

Mr. Arnold Hanuman, representing the Colorado District Attorneys' Council, testified in support of the bill. Mr. Hanuman provided background on the restorative justice pilot project.

Mr. Doug Wilson, State Public Defender, testified in support of the bill, as well as the forthcoming amendment.
