01:49 PM -- Presentation of Capitol Complex Master Plan

Mr. Larry Friedberg, State Architect, introduced Josh Gould from RNL Design, the firm that prepared the Capitol Complex Master Plan (master plan). Mr. Gould presented slides (Attachment A). He discussed the goals of the master plan and the area included in the master plan. He described the analysis under the master plan as to leasing state office space versus buying and building, noting that their findings support building a new state facility at the intersection of Colfax and Lincoln.

Mr. Gould discussed the facility condition recommendations for the State Capitol building. He noted that the cost to meet the top five priority needs in the Capitol building would be around $60 million. He further discussed urban design findings related to the Capitol Complex's place in the city of Denver. Mr. Gould explained that the plan recommends creating a "Capitol Mall" on Sherman Street between 12th and 16th Avenues. He continued to discuss pedestrian and visitor issues around the building.

Mr. Gould explained the master plan's recommendations and alternatives for the west lawn, including lowering Lincoln Street to connect the lawn with Lincoln Park, and building underground parking. Costs of the various alternatives range from $54-$63 million.

Ms. Anderson and Mr. Gould discussed the lease/buy/build analysis conducted for the master plan. Mr. Gould and Mr. Friedberg described the various costs that went into the analysis.

Mr. McNulty and Mr. Gould discussed the land owned by the State Land Board in the Capitol Complex area. Ms. Carol Lewis, Office of the State Architect, added information about lease rates for private tenants at that location.

Representative Moreno and Mr. Gould discussed the landscape and security options that the plan proposes in place of the parking circle.

Mr. Friedberg answered a question from Mr. McNulty regarding next steps on the master plan. He noted that the recommendations are guidelines, and said that any new projects would need to go through the usual process for approving capital projects.

Mr. Nichols encouraged planners to remember the National Historic Landmark designation of Civic Center.

Mr. Friedberg discussed proposed controlled maintenance projects affecting the Capitol building.
