Representative Court and Representative Brown, sponsors, presented and summarized House Bill 15-1329 concerning the creation of a task force to study off-highway vehicle use on roads. The bill creates the Off-Highway Vehicles Task Force (task force) to consider safety, access, and regulation issues concerning the operation of off-highway vehicles on roads. The thirteen members of the task force are appointed by the Speaker and Minority Leader of the House of Representatives and the President and Minority Leader of the Senate. The task force must consist of representatives from the following groups:

the Agriculture, Livestock, and Natural Resources Committee of the House of Representatives;
the Senate;
the Colorado State Patrol;
three county commissioners who are nominated by an association of Colorado counties;
the Division of Parks and Wildlife;
the environmental community;
the Finance Committee of the House of Representatives;
an association of hunting outfitters;
an off-road recreation club or association;
powersports dealers or a powersports dealer association; and
Colorado Sheriffs.

The task force's first meeting should occur no later than October 15, 2015, and is required to make recommendations to the Colorado General Assembly by December 1, 2015.

Representative Brown answered a questions from the committee regarding the task force membership.

Dwayne Smith, representing Children's Hospital Colorado, spoke in opposition to the bill. He shared his concerns regarding medical care treatment for children in off-highway vehicle accidents. Mr. Smith expressed his opinion that a pediatric specialist should be added to the membership of the Off-highway Vehicle Task Force.

Mr. Smith answered questions from the committee regarding off-highway vehicle accidents.

The committee members discussed the use of off-highway vehicles and injuries to children.
