Representative Melton, sponsor, introduced House Bill 15-1362. The bill makes rules concerning the budget of a common interest community, or homeowners' association (HOA), applicable to such communities created before the 1992 enactment of the Colorado Common Interest Ownership Act (CCIOA). Under the bill, an affected HOA executive board must provide notice to unit owners and hold a meeting about the HOA's proposed budget.

Representative Melton, sponsor, introduced Senate Bill 15-029. The bill requires the Office of the State Auditor (OSA) to coordinate a study concerning the structure and tax consequences of current volunteer firefighter pension plans (VFPPs) in Colorado. The OSA must develop a request for proposals and select a nationally-recognized law firm as the contractor with the assistance of the Fire and Police Pension Association and the Department of Local Affairs. The contractor will produce a report, which will include specific areas of study concerning the VFPPs and will serve as the basis for recommendations to be developed by the state agencies involved.

Representative Pabon, sponsor, introduced Senate Bill 15-203. The bill continues the Uniform Debt-Management Services Act in the Department of Law until September 1, 2024. The bill also allows the Administrator of the Uniform Consumer Credit Code to set a variable provider registration fee depending on whether a debt-management or debt-settlement service is provided, as was recommended by the sunset review.
