Senator Sonnenberg, prime sponsor, presented Senate Bill 15-286, which repeals the Motorcycle Operator Safety Training (MOST) program in the Colorado Department of Transportation (CDOT). It requires the Department of Revenue (DOR) to issue a motorcycle endorsement to an applicant who provides proof of completion of a motorcycle training program that meets the standards of the National Association of State Motorcycle Safety Administrators. Committee members received Amendment L.001 (Attachment A).

The bill, as amended by the House Finance Committee, increases the fees charged by the State Engineer in the Department of Natural Resources (DNR) for dam project design review beginning September 1, 2016. The fee for dam project design review is increased from $3 to $6 per $1,000 of the estimated project cost. The cap on this fee is raised from $3,000 to $30,000 per project.

The bill, as amended by the House Finance Committee, creates a nonrefundable income tax credit for construction, remodeling, and improvement of multifamily residential and commercial buildings and affordable housing projects that attain certain standards of energy efficiency.
