Senator Roberts opened public testimony on House Bill 15-1019, concerning prostitution by a minor, and, in connection therewith, minors who are victims of human trafficking. Ms. Janet Drake, representing the Attorney General's Office and the Colorado District Attorneys' Council, testified in support of the bill. Ms. Drake explained the provisions of the bill and generally discussed how to accomplish safe harbor for victims of human trafficking.

Senator Woods, sponsor, stated that she would provide her comments on the bill as closing remarks. Ms. Kimberly Love, representing the League of Women Voters of Colorado, testified in support of the bill. Ms. Love stated that she supported the bill as introduced, and that the reengrossed version of the bill does not address economic concerns surrounding human trafficking of minors. In response to a committee question, Ms. Love discussed the amendments made to the bill in the House of Representatives.

Ms. Kim Dvorchak, representing Colorado Juvenile Defender Center, testified in support of the bill. She stated support for the bill and a desire to properly categorize victims in human trafficking situations.

Senator Woods discussed the difficulty in gathering statistics of human trafficking, and reasons for the prevalence of human trafficking of minors in Colorado. She further discussed the provisions of HB 15-1019 and her reasons for sponsoring the bill.
