01:32 PM -- Proposed Donation of a Memorial for the Capitol Grounds

Ms. Julia Jackson, Legislative Council Staff, remind the committee of the Criteria and Procedures for the Gift or Loan of Objects on a Permanent or Temporary Basis in the Colorado State Capitol, or on its Surrounding Grounds.

Mr. Jon Bellish presented a proposal to create a memorial to the Sand Creek Massacre on the Capitol grounds. He explained that he represents a philanthropist, Mr. Marcel Arsenault, who will fund half of the project. He further explained that the memorial would be designed by the Cheyenne and Arapahoe tribes.

Mr. Bellish discussed three potential designs for the monument, likely in bronze, noting that the tribes would decide which one would be proposed. He explained that the tribes would like the monument to be located on the west side of the Capitol, preferably to the south of the west steps.

Mr. Bellish discussed the process of commissioning an artist for the monument, noting that he has consulted with Colorado Creative Industries.

Ms. Contiguglia questioned Mr. Bellish about the monument's scale. She commented on the fundraising aspect of the project, and the costs associated with transportation and placement.

Mr. McNulty and Mr. Bellish discussed the proposed location for the monument. Mr. Bellish distributed a photo with the location indicated at "1" (Attachment A).
