The committee reconvened. Representative Singer introduced House Bill 15-1032. Under current law, a professional person may render mental health services to a minor who is at least 15 years of age with the minor's consent. The bill expands the definition of professional persons to include social workers, marriage and family therapists, licensed professional counselors, and addiction counselors. He responded to questions from the committee about the scope of practice for professionals who are affected by the bill.

Dr. Jenn Matheson, Colorado Association of Marriage and Family Therapists, testified that allowing additional mental health providers to provide treatment to youth age 15 years and older without parental consent outside of an institutional setting will increase access to mental health treatment.
