11:20 AM -- HB15-1054

Representative Brown, sponsor, introduced House Bill 15-1054. The bill, as amended by the House State, Veterans, and Military Affairs Committee, allows a person to operate an off-highway vehicle (OHV) on an unpaved county road if the person has a driver's license, registers the OHV with the Department of Revenue, and obeys the rules of the road. Representative Brown stated the bill provides uniform registration and roadway access statewide for OHVs. He also spoke about the fiscal impact of the bill and several proposed amendments.

11:36 AM -- Sergeant Dave Hall, representing the Colorado State Patrol, testified in opposition to the bill. Because the proposed amendments do not require the licensing and insuring of OHVs, the Colorado State Patrol opposes the bill. Sgt. Hall responded to committee questions on whether the issue needs to be studied by a legislative interim committee. He noted that the Colorado State Patrol and other stakeholders plan to address the issue of OHVs in the interim. He also addressed the fiscal impact of the bill on the Colorado State Patrol.

11:45 AM -- Mr. Tony Lombard, representing Colorado Counties Inc., testified in support of the bill. He stated the counties support the bill's emphasis on local control. He noted that counties plan to work for solutions over the interim with the Colorado State Patrol and other stakeholders. He responded to questions regarding the fiscal impact of the proposed amendments.
