Senator Steadman presented Senate Joint Memorial 15-001 which concerns memorializing Congress to reimburse Colorado for the costs of federal mandates associated with the Fort Lewis College Native American Tuition Waiver program. He provided background information about Fort Lewis College (Fort Lewis), and talked about the school's mission and the cost to Colorado of providing the tuition waiver to Native American students. He told the committee that there are only two land grant universities in the country that provide tuition waivers. Senator Lambert came to the table to express his support for the memorial.

Danny Tomlinson, representing Fort Lewis College, spoke in support of the joint memorial. He talked about the history of Fort Lewis and its mission to educate all Native American students tuition-free. He talked about the federal assistance recently requested by Dene Kay Thomas, President of Fort Lewis.
