Representative Rankin provided a brief overview of the Joint Budget Committee (JBC). He introduced the current members and staff of the JBC. Representative Rankin discussed the budget request process for fiscal years (FY) 2014-15 and 2015-16.

Representative Rankin provided an overview of the FY 2015-16 budget request from the Department of Local Affairs (DOLA) and distributed a summary document (Attachment A). He discussed DOLA's request to the JBC regarding FY 2015-16 appropriations.

Representative Rankin provided a brief overview of the issues presented in the DOLA FY 2015-16 budget request. Specifically, he discussed: the Building Regulation Fund structural deficit resolution; the Colorado Main Street Program; improvements to statutory compliance; and housing development grants. In addition, Representative Rankin provided information on severance taxes, federal mineral lease funding, and TABOR revenue limits.
