01:40 PM -- Proposed Donation of a Memorial on the Capitol Grounds

Juliet Moores, representing Elk Creek Sand and Gravel, and Senator Neville presented a proposal for a memorial for the Capitol grounds. The proposed memorial honors state employees who have died during service to Colorado. A copy of the proposal was distributed to the committee members (Attachment A).

Ms. Moores shared a personal story about her husband and expressed the importance of honoring the memory of state employees who have died during service to the state. She said that the proposed memorial would honor the deceased and provide a place for reflection. Ms. Moores discussed memorials at different locations in the state honoring employees of the Colorado Department of Transportation and Colorado law enforcement agencies. Ms. Moores said that Elk Creek Sand and Gravel will provide the stone and granite to build the proposed memorial. She proposed the northeast corner of Lincoln Park as the location.

Ms. Moores continued to discuss the materials of the proposed memorial. She said that the names of those who have died would be engraved on the face of the stone. Ms. Moores also discussed placing a podium and book inside the Capitol that would provide details and descriptions of each of the state employee. Ms. Moores discussed the funding of the project and said that all money will be raised through private donations.

Ms. Continuglia asked about the number of names that would be added to the memorial and asked what research would be done to provide accurate identification of state employees. Ms. Moores said that an outside researcher could be hired. Ms. Continuguglia also asked about the expansion of the site and the management of the proposed memorial.

Mr. Nichols asked about the location and size of the proposed memorial. Mr. Lee asked additional questions regarding safety concerns. Ms. Moores answered questions regarding the cost of future engraving. She discussed the potential funding options for the project and spoke on the safety measures that are needed for the memorial as it is currently designed.

The committee members continued to discuss the funding of the proposed memorial and future expenditures. Mr. Lee also asked about potential coatings to prevent tagging issues.

Ms. Anderson asked about the criteria for the individuals that would be added to the proposed memorial.

The committee discussed the additional documentation needed to address financial and safety concerns.

Senator Cadman said that the acceptance of the memorial would be laid over until additional information is provided.
