The committee was called to order. A quorum was present. Representative Fields, prime sponsor, presented Senate Bill 15-185, concerning provisions to improve police operations. Representative Fields provided background on the issues addressed by the bill, and discussed the stakeholder process in drafting the bill. Representative Fields explained the effect of the bill, and discussed some changes made to the bill in the Senate. Representative Fields responded to questions regarding the criteria considered in the reporting data to be submitted to the House and Senate Judiciary Committees and the Colorado Commission of Criminal and Juvenile Justice under the bill, and the potential for amending the bill to clarify certain ethnic data. Representative Fields responded to further questions regarding the points in the judicial process that will be studied under the bill.
