Representative Buckner, Chair, welcomed the committee and the audience. Representative Moreno, sponsor, presented Senate Bill 15-171, which extends the Private Occupational School Board and the Division of Private Occupational Schools (DPOS) in the Department of Higher Education until September 1, 2024. The bill also allows the board to issue cease and desist orders in advance of fines or injunctions, repeals the requirement that fee adjustments be approved by the Colorado Commission on Higher Education (CCHE), repeals the requirement that the board issue credentials to barber and cosmetology instructors, and moves responsibility for records management to DPOS. Representative Moreno responded to questions from the committee.

01:42 PM -- Steven Steele, Chair of the Board of DPOS and Chief Executive Officer of the Institute of Business and Medical Careers (IBMC) College, spoke in support of the bill. He discussed the characteristics of his school and how DPOS ensures that students receive quality training.

Bryan Jameson, representing the Department of Regulatory Agencies, came to the table to respond to questions from the committee.
