Representative Pettersen, Vice-Chair, welcomed the committee. Representatives Duran and Foote, sponsors, presented House Bill 15-1270, which creates P-TECH schools in Colorado. P-TECH schools are cooperative ventures between school districts and businesses that offer technical training for students in grades 9 through 14. Upon completion of a P-TECH program, students graduate with both a high school diploma and an associates degree. Representative Duran described P-TECH schools, what students will learn, and how the schools will operate. Representative Foote spoke about how P-TECH schools have succeeded in other states, how the new schools will fill gaps in the current education system, and how they will fill gaps in the types of skilled employees businesses need. He described a similar program in the St. Vrain Valley School District. Representatives Duran and Foote responded to questions from the committee.

Noel Ginsburg, representing Intertech Plastics and the Colorado Advanced Manufacturing Alliance (CAMA), spoke in support of the bill. He described his industry's need for better workforce development so businesses can grow. He described CAMA's initiative Business and Schools in Collaboration. He told the committee that businesses need to be more engaged in the educational process and how CAMA has created certified centers of learning to help students enter their industry. He described the benefits of linking education to industry. He described his workforce as aging and operating below capacity because he is unable to hire enough skilled people. Mr. Ginsburg responded to questions from the committee.

Luke Ragland, representing Colorado Succeeds, spoke in support of the bill. He described his organization's reasons for supporting the bill and P-TECH schools' success in other states. He spoke about the changing needs of Colorado's workforce. Mr. Ragland responded to questions from the committee.

Regina Renaldi and Patricia Quinones, representing the St. Vrain Valley School District, spoke in support of the bill. Ms. Renaldi described efforts in St. Vrain to create a Science, Technology, Engineering, and Mathematics (STEM) curriculum to meet the needs of their students. She explained that her district has met the needs of students who want to go to four-year colleges, but that they do not know how to meet the need of students who want jobs for the future without obtaining a four-year degree. She told the committee that the P-TECH model will help her district meet the needs of all students. She described the benefits of P-TECH programs to students. Ms. Quinones spoke about the district's partnerships to create innovative programs. She described the programs as an effort to provide a pipeline to middle-skill jobs. She described the need to provide students with technical skills so they will be career-ready. She spoke about the need to bring minority students and women into STEM fields. Ms. Renaldi and Ms. Quinones responded to questions from the committee.

Patrick Pratt, representing the Colorado Association of Commerce and Industry, spoke in support of the bill. He described his organization and spoke about the reasons it supports the bill. He described the P-TECH model's success and the importance of collaboration between education and business. He spoke about how the bill will impact various segments of industry in the state. He told the committee that businesses in a variety of industries support this bill.
