Mr. Friedberg returned to update the committee on the FY 2015-16 controlled maintenance request, the controlled maintenance process, and the recently completed Capitol Complex Master Plan. Committee members received a list of the requested FY 2015-16 controlled maintenance projects, prepared by the Office of the State Architect (Attachment C). Mr. Friedberg explained how state controlled maintenance projects are funded in other states. Mr. Friedberg responded to questions regarding the specifics of how controlled maintenance funding is set aside in these states, and the results of these set-aside policies.

Mr. Friedberg discussed funding allocated for controlled maintenance in recent years, and the impact of this resource allocation on the FY 2015-16 controlled maintenance request. Mr. Friedberg returned to explaining how his office prioritizes and recommends funding for controlled maintenance projects, discussing the criteria considered in prioritizing the projects.

Mr. Friedberg continued to provide an overview on how the Office of the State Architect prioritizes controlled maintenance projects. He also explained the Emergency Fund for Controlled Maintenance, and discussed a controlled maintenance project that replaces roofs at the Grand Junction Regional Center and subsequent plans to conduct an overall assessment at the center.
