The committee came back to order. Representative Brown, sponsor, introduced House Bill 15-1116, which repeals the annual inspection requirements for school buildings. He described his experiences on the Ignacio School Board. He described his interest in repealing unnecessary, burdensome mandates found in state law. He distributed a letter from the Colorado Association of School Boards (CASB) (Attachment A), and described the bill as repealing obsolete, duplicative, repetitive language in statute. He read from the fiscal note. Representative Brown responded to questions from the committee.

Brian Tanner, representing the Colorado Education Association, spoke in opposition to the bill. He discussed the importance of maintaining the safety of school buildings for the sake of teachers, students, and support staff. He told the committee his organization supports current statute, and he took exception to the fiscal note.

Phil Hayes, representing the Colorado AFL-CIO and its affiliate, the American Federation of Teachers (AFT) - Colorado, spoke in opposition to the bill. He discussed the need to maintain the safety of contractors who work on school buildings as well as the safety of teachers, students, and other employees. He described the experience of a science teacher whose room was inspected and several Bunsen burners found to be leaky. He described what may have happened had the annual inspection not taken place.
