Representative Kagan called the committee to order. Representative Kagan explained the procedures for the meeting.

11:33 AM -- Briefing by the Sex Offender Management Board

Ms. Jeanne Smith, Mr. Chris Lobanov-Rostovky, and Mr. Jeff Geist, presented the annual legislative report of the Sex Offender Management Board (the board) to the committee. Committee members received copies of the executive summary of the board's 2014 annual report (Attachment A). Ms. Smith provided a history of the board.

11:40 AM -- Mr. Geist discussed the board's actions from the past year. Mr. Geist discussed the board's goals and projects, as well as the work of the board's subcommittees. Mr. Geist discussed training for the board's staff and the board's conference held in 2014. Mr. Lobanov-Rostovky responded to a question about the training provided by the board and training requirements for providers.

11:48 AM

Mr. Geist continued his presentation. Mr. Geist informed the committee of where information on the board's projects and initiatives is located in the board's report.

11:52 AM -- Mr. Lobanov-Rostovky discussed sex offender registration and notification as they relate to the board's duties. Mr. Lobanov-Rostovky explained statutory changes the board recommends to the legislature regarding registration.

Mr. Lobanov-Rostovky responded to a question from Representative Kagan regarding how the board provides oversight and evaluation of the implementation of its standards by providers.

12:00 PM

Senator Roberts commented on the board's report, and requested that the board present certain information at the next meeting.

12:01 PM

Representative Kagan announced that the presentation from the board and public testimony would continue at a later meeting. The committee adjourned.
