Representative Ginal, sponsor, introduced Senate Bill 15-110. The bill continues the registration of funeral homes and crematories by DORA until September 1, 2024. The bill also implements several recommendations from the sunset review report. Additionally, DORA is required to adopt rules to implement the chain of custody for human remains. The bill also clarifies that a funeral establishment has a 24-hour deadline to embalm, refrigerate, cremate, bury, or entomb human remains after taking custody. Representative Ginal responded to questions from the committee.

Representative Winter, sponsor, introduced House Bill 15-1275. The bill clarifies that a local education provider may include course work related to apprenticeship programs and internship programs in the programs that are available for concurrent enrollment. The bill directs the concurrent enrollment advisory board to collaborate with persons from the Department of Education, the Department of Labor and Employment, the community college system, the local district junior colleges, area vocational schools, and the Colorado Workforce Development Council to create recommendations to assist local education providers in creating cooperative agreements to include apprenticeship programs and internship programs in the available concurrent enrollment programs. The annual report that the Department of Education prepares concerning concurrent enrollment must include information concerning enrollment in courses related to apprenticeship programs and internship programs. The bill directs the Colorado Commission on Higher Education to create a tuition assistance program for students who meet the income eligibility requirements for a Pell grant, but do not qualify for the grant because the career and technical education certification program in which they are enrolled does not meet the Pell grant's minimum credit hour requirements.

The bill creates the Colorado Retirement Security Task Force in the legislative branch to study, assess, and report on the factors that affect Coloradans' ability to save for a financially secure retirement and on the feasibility of creating a retirement savings plan for private sector employees.
