Representative Court, chair, called the meeting to order. Representative Hamner, sponsor, introduced Senate Bill 15-111. The Educator Licensure Cash Fund is subject to annual appropriation by the General Assembly to the Colorado Department of Education (CDE), except for the years FY 2011-12 through FY 2014-15, when the moneys were continuously appropriated. This bill, recommended by the Joint Budget Committee, grants the department three more years of continuous appropriation authority over moneys in the fund. The bill also extends the requirements that the CDE report to the General Assembly about its expenditures from the fund and to hire independent contractors, rather than employees, to reduce educator license processing times. In response to a committee question, Representative Hamner stated CDE's budget has already been approved and this bill gives them authority to spend this money as needed.

Representative Ginal, sponsor, introduced House Bill 15-1147. The bill creates a licensure program for genetic counselors in the Division of Professions and Occupations (DPO) in the Department of Regulatory Agencies (DORA). Genetic counselors in Colorado must be licensed by June 1, 2016. The bill sets forth the requirements for genetic counselors seeking licensure, including the requirements that applicants be certified as a genetic counselor or a medical geneticist by certain national organizations, unless the applicant meets the criteria for a provisional license while obtaining the national certification. Representative Ginal discussed the fiscal note with the committee.

10:14 AM -- Ms. Ronnie Hines, representing the DORA DPO, came to the table to answer questions. She stated the licensing fee is based on programming costs and the number of counselors in Colorado.

10:18 AM -- Ms. Mary Freivogel, representing herself as a genetic counselor, testified in support of the bill. She stated that the field needs to be licensed for public safety. She noted other states are currently regulating the profession. She stated that licensure would act as mechanism to allow the public to report harm and create uniform requirements for the field.

Mr. Mark Radtke, representing the Colorado Municipal League (CML), came to the table to answer committee questions. He stated CML opposed the bill due to the reduction in the specific ownership tax, but takes a more neutral position on the bill with the passage of amendment L.003.

11:04 AM -- Ms. Erin Reynolds, Legislative Council Staff, came to the table to answer questions regarding the fiscal note and amendment L.004 (Attachment C). She stated that under the amended bill, citizens pay the full specific ownership tax, but half the fee every two years. She clarified that the reduction in fees is around $1.5 million per year.
