Representative Fields, chair and prime sponsor, called to order the first meeting of the first conference committee on House Bill 15-1072, concerning harassment through an interactive electronic medium. Representative Fields explained the effect of proposed conference committee report CLHB1072.001 (Attachment A). Discussion ensued regarding the preference for the language in the amendment over that in the rerevised bill. Senator Cooke noted some language in current law pertaining to bullying in schools, which mirrors the language in the rerevised bill. Discussion ensued on this point. Mr. Michael Dohr, Legislative Legal Services, provided clarification on the proposed amendment. The committee continued to compare the language in the amendment with the language in the rerevised bill and state law concerning bullying in school. The committee also discussed certain areas of accepted expression under the amendment and under law.

The committee returned to order. Discussion returned to the merits of the proposed amendment. The committee also discussed a hypothetical situation that might arise under the bill. Representative Fields provided some background on the genesis of HB 15-1072, and discussed the language in the rerevised bill. Various members provided their positions on the rerevised bill and the proposed amendment. Representative Kagan proposed a conceptual amendment as an alternative to CLHB1072.001.
