Representative Tyler and Representative Tate, sponsors, introduced Senate Bill 15-194. The Statewide Internet Protal Authority (SIPA) was created by the General Assembly in 2004 as an independent political subdivision of the state to provide Internet products and services to covered government agencies and residents. SIPA is governed by a 15-member board of directors. The bill allows executive directors of executive branch agencies, the member of the board appointed by the Chief Justice of the Colorado Supreme Court, and the state's Chief Information Officer to select a designee to serve on the board in their stead; however a designee may not be elected to serve as the chair on the board. The bill was recommended by the Joint Technology Committee (JTC).
